公司提供全过程造价咨询由“事前”、“事中”、“事后”三个阶段组成 。
Our whole process cost consulting service is composed of “Pre-Construction”, “Construction” and “Post-Construction”.
“事前”阶段 Pre-Construction Phase
①编制整个项目的建安造价估算 ；
Budgeting & cost estimate
②针对各专业分包工程的设计方案从投资控制的角度提出专业意见，以达到限额设计的目标；
Provide advices through design optimization to achieve budget target
③编制施工图预算或工程量清单，标底，投标报价根据设计方提供的设计图纸，编制工程概算/施工图预算，供建设单位比较方案的经济性。
Develop bills of quantity, pre-tender estimate, budgeting cost plan and cost analysis on optional scenarios
④对各工程开展招标工作及策划；
Lead tendering and tender strategy
协助招标人审查投标人资格；
Leed pre-qualification
编制施工招标文件；
Compile tender documents
组织现场踏勘，澄清答疑；
Organize site visit and clarification
组织施工招标的开标、评标、决标工作
Organize tendering including tender opening, tender analysis, contract award
协助招标人草拟施工合同
Preparing construction contract
“事中”阶段Construction Phase
①制定造价控制的实施细则，确定控制目标；
Implementation cost control disciplines/procedures to achieve cost control target
②根据施工承包合同价、进度计划，编制承包合同的明细工程款现金流量；
Prepare and update Project Cashflow
③参于与造价控制有关的工程会议；
Participate project meetings related to construction cost.
④负责对施工单位上报的每月（期）完成工作量月报表进行审核，并提供当月（期）付款建议书；
Responsible for verifying quantity and value of monthly completed work and issuing the monthly payment certification.
⑤承发包双方提出索赔时，提供专业咨询意见；
Provide professional advice on claims.
⑥协助甲方及时审核因设计变更、现场签证等发生的费用，相应调整造价控制目标；并向甲方提供造价控制动态分析报告。
Assist client to evaluate variations caused by design changes and site instruction. Adjust cost control target and provide client Cost Update and Analysis Report
“事后”阶段 Post-Construction Phase
①核定分阶段完工的分部工程结算；
Verify final account of completed works.
②会同甲方办理工程竣工结算，提供整套结算报告及各项费用汇总表交甲方归档 。
Assist client to complete final account and provide Final Account Report and Expense Summary.
